Caring for patients is your culture.
Telling your story in Washington is mine.
The Ivy Hill Story
Hospice and palliative care providers do some of the most important work in health care, but Washington doesn't always understand it. I started Ivy Hill Strategies to help close that gap. Drawing on years of Capitol Hill experience and a deep command of Medicare policy, I help advise a small number of hospice and palliative care providers, and the companies that serve them, as they protect their patients, shape the rules they live under and build advocates inside their own walls.
Testimonials
"Logan demonstrated his gift for turning complicated Washington jargon into clear, actionable guidance that CEOs could use right away. He knew how to cut through the noise, explain what really mattered, and help leaders make confident decisions. He also made Washington less intimidating for first-time advocates. He showed them how to tell their stories, connect with lawmakers, and speak up for patients and families with confidence."
Susan Lloyd, MSN, RN
Former President & Chief Executive Officer, Delaware Hospice
"Logan was instrumental in getting the HOSPICE Act signed into law, the most significant hospice reform in a decade, strengthening oversight, holding bad actors accountable, and protecting patients and families when they are most vulnerable. Logan also helped us pass the Palliative Care and Hospice Education and Training Act through the House twice with overwhelming bipartisan support, a win-win for patients, families, and taxpayers."
The Honorable Tom Reed
Former U.S. Representative (NY-23)
"Logan led the hospice community's response to CMS's flawed hospice Special Focus Program. He rallied providers, leveraged his entire team, worked with Congress, and made the case that the program would hurt good hospices and the patients they serve. In February 2025, CMS halted the program to reevaluate it. His steady leadership earned the trust of our board, our members, and his colleagues."
Ben Marcantonio
President of The Denver Hospice & Colorado Visiting Nurse Association
Logan Hoover
Logan Hoover is the founder of Ivy Hill Strategies and one of the most accomplished federal advocates in hospice and palliative care. Over more than a dozen years in Congress and national health care associations, he has helped enact landmark hospice legislation, block billions of dollars in proposed Medicare cuts and build the grassroots and political power the hospice community depends on. Through Ivy Hill, he advises a select group of organizations on federal policy and advocacy.
Logan believes the people who care for patients at home and at the end of life are the strongest advocates hospice and care at home will ever have. His work is helping them make their case. Experience has taught him that the best defense of hospice and care at home is a strong offense for quality and accountability: protecting patients and families, rooting out bad actors and standing up for the providers who do the work right.
He also believes no one wins in Washington alone. Logan builds coalitions, finds common ground across the aisle and makes the process less intimidating for first-time advocates. Members of Congress, CEOs and national coalitions turn to him when the stakes are high and the path to "yes" is unclear.
